Avatar functionality disabled?

Can someone fix this please? I think the interwebs is broken, whoopsie doodles...
Where I go to upload an avatar it just says 'The avatar functionality is currently disabled.'

I just checked into it. It does work using Firefox as the browser so it probably works with IE also. The functionality is not disabled.
There are limitations however:
Max file size 150k
Min dimensions 20 x 20 px
Max dimensions 100 x 100 px
Does your avatar fit within these parameters?

It doesn't even allow me to try to upload, I'm using IE8 btw. There's just a gray box of where it should be and a check box that says delete image beside it.

Under that is a Browse button that you browse for your avatar on your machine. There isn't an upload button but the submit button should get it uploaded.
