From what I can see..... From reading this http://www.qp.gov.ab.ca/documents/Regs/ ... 0779735900
Waiparous - all trails are closed unless marked open
The operation of a motor vehicle is permitted within the Zone in areas or on trails that have been designated for that purpose by signs or notices in the Zone or by the written instructions of a forest officer.
McLean Creek – All trails are open unless marked as closed
The operation of motor vehicles is permitted within the McLean Creek Off Highway Vehicle Forest Land Use Zone except as otherwise indicated by signs posted in the Zone or by the written instructions of a forest officer.

Penalties?
Only Penalty I can see is...
A forest officer may require any person in a forest recreation area to inform the forest officer of the person’s name and address, or order any person to vacate a forest recreation area, (must be put in writing)
or do both.
You may not returm for 72 hours.
As per section 25.21

To confuse us even more
And that's only for a 'Forest Recreation Area', which, as near as I can tell, is only a campground. A Forest Recreation Area is not a Forest Land Use Zone, which is not a Forest Recreation Trail. Their definitions are arbitrary, however.
from the Forest Recreation Regulation...
"forest land use zone” means an area of forest land declared by this Regulation to be a forest land use zone;
And from the Forest Act....
“forest recreation area” means an area of forest land declared by the regulations to be a forest recreation area
One must also be aware of this from the Forest Recreation Regulation:
10.1 A forest officer may order a person in a forest land use zone to refrain from doing anything that, in the opinion of the forest officer, is dangerous to life or property or detrimental to the management or use of any road, trail or route within the zone.
And from the Forest Act itself:
Contravention of regulations
50 A person who contravenes the regulations made pursuant to Part 3 is guilty of an offence and liable to a fine of not more than $1000 and in default of payment to imprisonment for a term of not more than 60 days.
Also note that Forest officers have impounding capability within a Forest Recreation Area (which is a campground, I beleive)
49(1) A forest officer may impound a vehicle or other property and take it to a place designated by the Minister if
(a) the vehicle or other property, in the opinion of a forest officer, interferes with the management or use of a forest recreation area or forest recreation trail...

So as of today still no response from Gov. to stake-holders, so everyone should send written requests to The Minister Dave Coutts and Rick Blackwood.

Agreed 100% letter is in the works, what a joke....rush rush rush and just throw it together, must have been some real pressure from one of those stakeholder groups pushing this for the May longweekend. So does this mean that we are getting the 25 or so KM's of trails that were put on the original proposal? Everything else is closed? To early to tell?So as of today still no response from Gov. to stake-holders, so everyone should send written requests to The Minister Dave Coutts and Rick Blackwood.
