there is a peewee class. you need a cmrc license, but they do sell a day license.

Excuse my ignorance here, but can anyone join this race?
Is there an over 40 years old class 200cc Beginner class?
I was maybe looking forward to trying to finish/come in last.

There is a beginner class, that is for first timers and there is also 40B, which is an 40 and over beginner class. The 40B guys seem to be faster than the Beginner classes in most cases. There are no classes based on engine size.

You should definitely come out. I'm not racing so this might be one of your few chances to finish last. And don't think finishing last is that easy, I remember one race where I messed up and finished ahead of Dobi. I won't make that mistake again.
