What you read is what is there . totally vague, and hard to enforce. We have suggested to Gov to adopt the U.S forest standard. Since most hare-scrambles are run on public property the attitude of "it is a race" does not apply. If it was in an enclosed area closed off to the public, go for it, be as noisy as you want.
